Winter Weather Safety

Winter in Missouri can bring snow, ice, dangerously low temperatures, and severe storms. Roads can shut down, power can go out for days, and cold exposure can become deadly without preparation. Each fall, Warren County Emergency Management joins statewide partners in promoting Winter Weather Awareness to help residents prepare.


Know the Terms

  • Winter Storm Watch – Conditions possible in 12–48 hrs

  • Winter Storm Warning – Storm is occurring or imminent

  • Ice Storm Warning – Ice ≥ ¼ inch expected

  • Blizzard Warning – Strong winds + heavy snow = low visibility

  • Frost/Freeze Warning – Temperatures below freezing

  • Freezing Rain – Rain that freezes on contact

  • Sleet – Ice pellets that can coat roads


Prepare Ahead

  • Build a family emergency kit with food, water, flashlights, meds, and blankets

  • Keep extra rock salt, shovels, and sand on hand

  • Have an alternate heat source (wood, generator – never run indoors)

  • Pack a winter car kit with warm clothing, snacks, jumper cables, shovel, and distress flag

  • Learn how to shut off your water in case pipes burst


During the Storm

  • Stay indoors if possible

  • Dress in layers, cover exposed skin, and stay dry

  • Watch for frostbite (numbness, pale skin) and hypothermia (shivering, confusion)

  • Avoid overexertion when shoveling

  • Limit driving; check road conditions at modot.org or call 1-800-222-6400

  • For road emergencies, dial *55 from your cell


If Stranded in Your Car

  • Stay inside; rescuers are more likely to find you there

  • Run engine 10 min per hour with a cracked window

  • Clear snow from the exhaust pipe regularly

  • Use floor mats, maps, and coats for insulation

  • Display a distress flag and keep dome light on at night


If Your Home Loses Heat

  • Close off unused rooms

  • Use kerosene heaters with proper ventilation only

  • Eat well and stay hydrated

  • If pipes freeze, open all faucets and apply warm water starting at the coldest point


After the Storm

  • Avoid downed power lines and icy surfaces

  • Check on neighbors, especially elderly or disabled

  • Contact local assistance agencies if you have unmet needs


Long-Term Tips

  • Winterize your home with insulation, caulk, and weather stripping

  • Stockpile fuel for heating

  • Insulate pipes and allow faucets to drip during extreme cold

  • Have fire extinguishers ready and know how to use them

  • Make sure your vehicle is winter-ready (battery, antifreeze, tires, wipers)
